Chancellor of FTEU Announces Merit-Based Leadership Transformation

In a strategic meeting held on Tuesday, August 5, at Shahid Bahonar Camp in Tehran, Dr. Rajab Ali Borzooei, Chancellor of Farhangian Teacher Education University (FTEU), announced a series of leadership changes aimed at strengthening the university’s management structure through a merit-based approach.

According to the university’s Public Relations Office, the meeting—part of the “Mehr Opportunity” initiative—brought together provincial directors and members of the university’s executive board. Dr. Borzooei expressed appreciation for the contributions of former managers and emphasized the importance of preserving their dignity. He stated that the newly appointed leaders were selected based on their expertise, experience, and comprehensive evaluations.

“We hope these new managers, supported by existing capacities and the wisdom of their predecessors, will drive meaningful progress and become catalysts for positive transformation,” Borzooei said.

He highlighted the Minister of Education’s strong support for FTEU, noting that the minister considers it the “beating heart” and most vital pillar of the ministry. The president emphasized that the university’s success directly reflects the success of the national education system.

Dr. Borzooei credited the minister’s trust to the effective fieldwork and performance of provincial managers, whose efforts shape the university’s image at the national level.

Key Administrative Reforms and Strategic Directions:

  • Decentralization: Greater authority will be delegated to provincial campuses to enhance responsiveness and problem-solving.
  • Faculty Appointments: Recruitment and appointments will be overseen by provincial scientific and general qualification committees.
  • Central Office Role: The central administration will serve as a policy-maker, guide, and supervisor, while operational matters—such as student affairs and the Golestan system—will be resolved locally.
  •
  • Inter-Provincial Transfers: Faculty transfers will be based on needs assessments of both sending and receiving provinces.
  • Institutional Collaboration: All actions will be conducted within regulatory frameworks, with an emphasis on maintaining constructive relationships with external organizations.
  •

Dr. Borzooei also addressed infrastructure development, advocating for the consolidation of small academic spaces into larger, more prestigious campuses that reflect the university’s stature. He called for increased funding and support for projects with expansive land allocations.

“Solving challenges requires collaboration between provincial managers and central support,” he concluded. “We carry a heavy responsibility, and only through unity, empathy, and belief in our mission can we honor the trust placed in us by the education system.”
