Annual Evaluation of Student-Teachers to Be Organized and Upgraded
In line with the Article 88 of the Seventh Five-Year Development Plan, and with the aim of organizing and enhancing the annual evaluation process of student-teachers, a joint meeting was held between the presidents of Farhangian University and Shahid Rajaee Teacher Education University.
According to the Public Relations Office of Farhangian University, on 2 December 2025, a joint session was convened with the participation of Dr. Rajabali Borzooei, President of Farhangian University; Dr. Ali Pourkamali-Anarki, President of Shahid Rajaee Teacher Education University; Dr. Jalal Dalghandi, Advisor to the Minister and Minister’s Representative at Farhangian University and Shahid Rajaee University; the Director-General for Performance Evaluation and Complaints; the Acting Secretary-General of the Central Selection Board; and representatives from the Supreme Council of Education and the university security office. The session was hosted by Farhangian University.
During the meeting, Dr. Borzooei outlined the operational requirements of this legal provision and underscored the importance of formulating an accurate, up-to-date and effective by-law. He also emphasized that a strategic approach to revising the Service Commitment Law and redesigning the recruitment process for future teachers constitutes a key prerequisite for transformation in human-resource development in the education sector. Establishing a joint working group between the two universities and relevant departments of the Ministry of Education, he noted, is an essential step in this direction.
Subsequently, Dr. Jalal Dalghandi, Advisor to the Minister and Minister’s Representative at the two universities, stated that regarding student-teacher recruitment—given the explicit legal mandates assigned to both Farhangian University and Shahid Rajaee University in the Seventh Development Plan—there is a need for re-engineering, cooperation and synergy to ensure more effective implementation.
Participants reviewed various dimensions of the topic, explained the requirements, challenges and practical considerations for implementation, and stressed the importance of coordination and alignment among the relevant bodies.
At the conclusion of the meeting, it was decided that a specialized working group, consisting of representatives from both universities and relevant organizations, would be formed to prepare and submit the draft executive by-law for this legal provision within the next ten days.
