Transformational Changes Will Endure: The Cultural University Must Equip the Human Resources of the Ministry of Education

In a recent meeting held on Wednesday, June 3, 2025, with the heads of Cultural Universities across the country, Rajab‑Ali Borzooei, President of the Cultural University, emphasized the need for lasting transformative changes within the institution. He stated that our management efforts over the past two years have been focused on establishing the foundations of quality and infrastructure necessary for enhancing educational standards.

Borzooei expressed his commitment to leading the university with transparency, honesty, and decisiveness during his tenure. He acknowledged that the greatest supporter of the university was the martyr leader and that the most beautiful and vital remarks about the Cultural University have come from him. Without his support and vision, the university would not have achieved its current status.

In conjunction with the celebration of the Eid al-Ghadir, Borzooei urged for a grand observance of this occasion, encouraging all Cultural University booths to be active participants in the celebrations. He stressed the importance of sustaining these activities until the complete victory of the right side over falsehood, as the strength and presence of the people have been pivotal in overcoming oppressive superpowers.

Highlighting the various measures taken at the Cultural University and the support received from different entities, Borzooei noted that despite significant progress, much remains to be done. Over the past two years, efforts have concentrated on addressing essential needs and building the necessary foundations for educational quality. Fortunately, some infrastructure has been established, and the relevant regulations have been enacted, allowing for a firm base to enhance quality.

Borzooei pointed out that various foundational measures, including the development of a new structure, a teacher competency system, and a comprehensive cultural framework, have been implemented, and this journey continues.

He stressed the importance of establishing comprehensive provincial universities, asserting that building small, economically unjustifiable buildings is not sensible. Instead, the focus should be on constructing and investing in provincial comprehensive universities to achieve significant outcomes.

Borzooei advised provincial university heads to leverage opportunities for collaboration with various authorities, including the provincial Education Department Director, by forming transformative working groups.

Additionally, he mentioned efforts made to address some infrastructural shortcomings, such as creating smart laboratories and simulators to compensate for the lack of laboratory facilities.

Reiterating that meal preparation and distribution should not be the concern of university leaders, he suggested outsourcing these operations based on the experiences of other universities for the welfare of the institution and the teacher trainees.

With the Education Ministry not admitting teachers through Article 28 this year, Borzooei emphasized that all needs of this ministry must be met by the Cultural University. This calls for careful planning and special attention from the provincial university heads.
